En este número del boletín se incluyen las publicaciones que se han incorporado a nuestro fondo bibliográfico en las que se destacan las tesis del Máster de Estudios Avanzados en Seguridad Social, desarrollado en conjunto por el Centro Interamericano de Estudios de Seguridad Social y la Universidad Pablo de Olavide de Sevilla, España.

Seguridad social en el Caribe de habla inglesa

Este estudio es el resultado del esfuerzo de una investigación integral iniciada por la Conferencia Interamericana de Seguridad Social (CISS). Representa un intento muy ambicioso por reunir y unificar la información sobre las características básicas de la Seguridad Social en el Caribe. Este estudio es la continuación del que ya se hizo en los países de América Latina.

Se describen, en términos generales, las etapas en la evolución de los sistemas desde organizaciones formales; de sociedades amistosas y fondos mutuos a fondos de beneficencia; de sistemas de seguridad social a sistemas nacionales de seguridad social. De acuerdo con los resultados, en todos los casos, se hace una descripción de los beneficios básicos de seguridad social (incluyendo enfermedad, maternidad y retiro). Sin embargo, es conveniente señalar que, al menos un país (Jamaica), sólo provee cobertura limitada para maternidad.

Social security in the English-Speaking Caribbean

The study is the result of a comprehensive research effort initiated by the Interamerican Conference on Social Security (CISS). It represents an unenviable attempt to gather and put together information on the basic characteristics of Social Security Schemes (SSS) in the Caribbean. It follows upon a similar undertaking for the Latin American countries.

The stages in the evolution of the schemes from informal to formalised organisations from-friendly societies and mutual funds, to provident funds, then social security schemes/national insurance schemes - are outlined. According to the findings, in all cases, provision is made for the basic social insurance benefits (including sickness, maternity and retirement). Of note however, is that in at least one (1) country (Jamaica), only limited coverage is provided for maternity. In other cases, employment injury is not yet covered by the social insurance/social security schemes and unemployment insurance as a social security undertaking is not prevalent in the Caribbean. It nnay well be that the latter is yet another reflection of the wider environment impacting upon and/or moulding the social security schemes in the region. Here we call to mind the general struggle with the issue of unemployment.

Response of social security systems to the covid-19 pandemic in the Americas, assessment of the first year of the emergency: The case of Belize.

The document begins with a summary of Belize’s general characteristics, followed by a brief description of the development of the pandemic, including the spread of the virus, quarantine measures, mortality rate, and vaccination. The third section describes the different branches covered by the social security system and the way they responded to covid-19. Finally, any other program or policy related to the pandemic are described, followed by conclusions Most of the indicators, measures, and policies included in this overview were officially announced or directly communicated to the Inter-American Conference on Social Security (icss) from March 2020 to September 20, 2021. Pre-pandemic indicators use the latest available data from international organizations or Belize’s official databases and reports.

Estructura jurídica de la seguridad social y sus instituciones en América "Subregión IV-Norteamérica y el Caribe Anglo"

La presente investigación no pretende constituir un estudio exhaustivo sobre el origen y evolución de cada uno de los regímenes en lo particular, así como tampoco de las causas que han incidido en su desarrollo ya que, como se ha expresado desde el primer volumen, no es tarea de la Comisión formular juicios de valor sobre la seguridad social de los países del hemisferio, sino más bien presentar un muestreo que permita efectuar una comparación de los sistemas que por cuestiones administrativas de la propia Conferencia se agrupan en subregiones y, por situación histórica y posición geográfica, comparten más o menos las mismas características y la misma problemática.
