En este número del boletín se incluyen las publicaciones que se han incorporado a nuestro fondo bibliográfico en las que se destacan las tesis de la Maestría en línea Gestión Actuarial de la seguridad social, desarrollado en conjunto por el Centro Interamericano de Estudios de Seguridad Social y la Buenos Aires, Argentina. Se inluye también una reseña de la entrada en vigor en Alemania de la ley sobre el seguro-vejez de los cultivadores, así como las palabras de Eva Perón, expresadas en la III Reunión de la Conferencia Interameriana de Seguridad Social.

Current issues in social security: Pensions, poverty and health

This collection is a response to the growing need to reexamine the operations of social security institutions in the Caribbean and covers a number of the issues related to these social security challenges. The issues have been categorized underthe three subject areas of pensions, poverty and health with contributions being drawn from noted practitioners and researchers in the various areas. Although the papers do not all share the same philosophical perspective on social security, they all accept that there is an urgent need for reform. Of note also is that although the papers were put together more than four years ago the issues remain relevanttoday. In fact, it may be argued that the three subject areas identified are even more relevant and in need of urgent attention by both policy makers and researchers now.

Seguridad social en el Caribe de habla inglesa

Este estudio es el resultado del esfuerzo de una investigación integral iniciada por la Conferencia Interamericana de Seguridad Social (CISS). Representa un intento muy ambicioso por reunir y unificar la información sobre las características básicas de la Seguridad Social en el Caribe. Este estudio es la continuación del que ya se hizo en los países de América Latina.

Se describen, en términos generales, las etapas en la evolución de los sistemas desde organizaciones formales; de sociedades amistosas y fondos mutuos a fondos de beneficencia; de sistemas de seguridad social a sistemas nacionales de seguridad social. De acuerdo con los resultados, en todos los casos, se hace una descripción de los beneficios básicos de seguridad social (incluyendo enfermedad, maternidad y retiro). Sin embargo, es conveniente señalar que, al menos un país (Jamaica), sólo provee cobertura limitada para maternidad.

Social security in the English-Speaking Caribbean

The study is the result of a comprehensive research effort initiated by the Interamerican Conference on Social Security (CISS). It represents an unenviable attempt to gather and put together information on the basic characteristics of Social Security Schemes (SSS) in the Caribbean. It follows upon a similar undertaking for the Latin American countries.

The stages in the evolution of the schemes from informal to formalised organisations from-friendly societies and mutual funds, to provident funds, then social security schemes/national insurance schemes - are outlined. According to the findings, in all cases, provision is made for the basic social insurance benefits (including sickness, maternity and retirement). Of note however, is that in at least one (1) country (Jamaica), only limited coverage is provided for maternity. In other cases, employment injury is not yet covered by the social insurance/social security schemes and unemployment insurance as a social security undertaking is not prevalent in the Caribbean. It nnay well be that the latter is yet another reflection of the wider environment impacting upon and/or moulding the social security schemes in the region. Here we call to mind the general struggle with the issue of unemployment.
